Basically it doesn't actually make sense to say that anime is cartoons made in Japan because that's not what anyone means when they say anime. You think that's what you mean but it's not. Like for example...

The Leader is a cartoon depicting the life and philosophy of Karl Marx. You may know it better as the Karl Marx "anime" but of course it was made in Chinese by Chinese people for a Chinese audience. en.wikipedia.org/wiki/The_Leader_(web_series)

Or how about Wakfu? A cartoon series made in France for French people that people regularly call an anime? Or Maliki? (Do English speakers actually know Maliki exists? Idk)

OR how about artists? When Americans or Brits say "I want to learn to draw anime" does anyone in their right mind reply "well that's literally impossible unless you become Japanese and move?" Or do people understand what you mean when you say "I draw anime"?

You can say people are using the word "wrong" but that's prescriptivist bullshit. Like sure the dictionary will say so but it's obviously not true in day to day interactions.

People don't use anime to signify that a cartoon is Japanese. They use it like an artistic movement, not dissimilar from "romanticism". Romanticism in art is an English tradition but there were plenty of French, German, and American romantic artists as well.

To an English speaker, "anime" is a vague collection of story tropes and visual cues that are common in anime art coming out of Japan. There are plenty of things Japanese people make that are animated and wouldn't really feel like anime if you watched them.

The final nail in the coffin in the whole "anime is Japanese animation" thing is the simple fact that anime production is global now.

Is Tower of God an anime? It's a Korean story based off a Korean art form dubbed in Korean and animated in Korea. But it also has a Japanese dub, the directors are Japanese, and they worked closely with Crunchyroll, an American company.

If you're an anime = Japanimation hard-liner, you can't answer this question, because your framework is stupid and useless. But a more nuanced position can say "Yes, TOG is an anime because it shares the tropes of the Japanese animated tradition we call anime"

Miraculous Ladybug is like this weird unholy fusion of French, English and Korean talent, collaborating with studios in Japan, Italy, India, and Brazil. Pokemon is Japanese, but it's made with an international audience in mind nowadays. Like how do you navigate this otherwise?

So yeah, Avatar, Korra, Steven Universe, Miraculous Ladybug, fuckin all anime. Western anime, sure, but still anime. The creators of all these shows took heavy influences from anime. For God's sake half of Steven Universe's choreography is just Revolutionary Girl Utena again.

And by the way a lot of anime takes cues from Disney and Cartoon Network too. Japan is not this isolated little island that makes "untainted" weeb art. It's a global industry and ideas don't need passports.
