  1. Characters still need to struggle against *something*. If its not their insecurities, their flaws, or their own incompetence, someone as proficient as they are needs to challenge them, or they need to be put in a situation that challenges them.       And I guess even then you could justify a character not really having an arc under very specific circumstances, especially if they're not the main character
